contractors, helping ensure child
care providers across California
received vital stipends to support
their essential work.
CDA distributed millions of dollars in stipends, grants,
and supplemental payments to child care providers—
strengthening the stability and long-term growth of their
businesses.
In October 2023, CDA was contracted by the California
Department of Social Services (CDSS) to administer onetime Transitional Subsidy Payments and monthly Cost
of Care Plus Rate Payments to eligible providers in 26
counties, where local human services departments were
unable to process the payments.
Building on this trusted role, in July 2024, CDA was again
selected by CDSS to recover, redistribute, and disburse
unspent funds from the American Rescue Plan Act
(ARPA) and the General Fund stipend program to eligible
providers across the state.
These efforts re昀氀ect CDA’s deep and ongoing
commitment to strengthening California’s child care
infrastructure—ensuring providers have the 昀椀nancial
support and resources needed to offer high-quality,
consistent care to children and families statewide.
